Carol Almond has
served the City of Hope since 1998. She is currently the Human Resources
Director after being promoted in January of 2003 from Administrative
Assistant. Carol works with health insurance, worker's compensation,
general personnel issues, and oversees the Safety Program. Ms. Almond also serves as City Clerk after long time Clerk Leneta Hare retired in early 2004. The City Clerk attends all Board of Director meeting to record the official minutes, files official City documents and performs other duties as required by State Statute. |

City Manager Catherine
Cook began working for the City in 1990. She was appointed City Manager in
April 1996. In her position, she is responsible for day-to-day management
of the City and City personnel. The City Manager's office is in City Hall,

Joe Short has
practiced law in Hope since 1976. He was appointed City Attorney in
1989. |

Building
Services handles all building permitting and inspections for construction
activity and development. At Code Enforcement, we enforce various City
ordinances for the benefit of all residences and visitors. Planning and
Zoning functions are also administered from this diverse department. Contact Carl

current Building Official. He is working on a part-time
basis after retiring from Texarkana, Arkansas, where he was Public Works Director
for 10 and a half years. Carl also worked in Shreveport, Louisiana for
25 years in Planning, Community Development, Engineering, and lastly at the Building

FINANCE
DEPARTMENT | |

The Finance Department
is responsible for receiving payments from customers for services
performed by the City of Hope, dispersments of money for services or goods
received by the City, and weekly paychecks. This department also plays an
important role in development of the annual
budget. |

Debbie Hall has been
with the City of Hope since November 30th, 1992. She started as and is
currently the Finance Director. Her office is in City

The Hope Fire
Department is a professional firefighting department with an ISO Class 4
rating. HFD is staffed by sixteen paid firefighters, assisted by four
volunteer firefighters. HFD has two fire stations: Station One: 308 East 2nd Street Station Two: 1001 North Hazel The Fire Department may be reached on an emergency basis by calling 911 or 777-2311 and on a non-emergency basis by calling 777-6702. |

The GIS Department was
created in 1999. GIS is short for Geographic Information System, which is
a computer system that contains "layers" of information about a particular
area. The GIS allows for several "layers" of data (streets, subdivisions,
sewer, zoning, etc.) to be viewed at once for analysis and it permits the
user to extract a varity of data. The City decided to assemble a GIS in order to deposit information into one place. This will allow Hope to serve its citizens more efficiently. Darrell Allen started
work with the City of Hope as GIS Coordinator in February 1999. He has
built the City of Hope's GIS from the ground up. Allen also updates the
website and deals with the Public Works radio system. |

The Parks &
Recreation Department has a wide range of responsibilities in the City.
They maintain two parks (Fair Park and Northside Park) with numerous
softball and baseball fields and the newly constructed soccer fields. The
Parks' Department also rents two Community Centers and a Coliseum, where
they set up/take down tables and chairs and clean-up for a variety of
events throughout the year. This Department runs Fair Park during two fairs and the annual Watermelon Festival to keep things operating smoothly. There are also several events in the Arena every year that are overseen by Parks. The Hope Municipal Airport is under the direction of the Parks and Recreation Department, along with the Hope Visitor Information Center. |

Paul Henley began
working for the City in 1969. He was named Parks, Recreation and Tourism
Superintendent in 1989. There are 14 to 15 park employees under Mr.
Henley's supervision. This number easily doubles during operation of the
pools in the summmertime. |

HPD is a fully
professional law enforcement organization currently pursuing professional
accreditation through the national commission on law enforcement
accreditation. The Hope Police Department may be reached on a
non-emergency basis at 777-3434. The Police Department is located at 400
S. Washington in the Hempstead County Detention Center building.

The Sanitation Department headquarters are located in the Hope Public
Works Building, 1603 West 3rd Street. The Sanitation Department provides
both residential and commercial solid waste pickup. Additionally, special pickup
of yard waste, limbs, grass, and rubbish may be scheduled by
calling 777-8644. Special pickups are generally on Wednesdays. Residential solid waste is collected twice a week on two specific routes . Monday/Thursday route is for residences located south of 3rd Street. Tuesday/Friday route is residences located north of 3rd Street. Commercial pickup for small commercial customers is included in residential pick up routes. Large commercial customers are served by a separate route and may have pick up scheduled up to six days a week. This department is divided into Landfill and Collections. |

Dave Rose is
responsible for running the day-to-day operations of the City of Hope
Solid Waste Facility, or Landfill. Mr. Rose started working for the City
on October 13th, 1997 and was appointed as Landfill Superintendent on
November 6, 2001. Mr. Rose and his crew of four are responsible for burying the collected solid waste once it arrives at the landfill, located off Highway 67 West. He makes sure everything is done according to the Arkansas Department of Environmental Quality and EPA regulations. |

Peaches Holyfield is the current Colleciton Supervisor that oversees collection of Hope's solid waste. He transferred from the Wastewater Department. His responsibilities include making sure that the household solid waste is collected from residential and commercial customers and transported to the landfill. Peaches also helps to pick-up special collection items and organizes the dumpster placement. |

The Street Department is split
into two sections - Street and Street-Wastewater. The Street section is responsible for maintaining the streets by patching potholes and overlaying with new asphalt, taking care of storm drains and ditches around the City, installing culverts for driveways, maintaining a section of railroad track in the Industrial Park, and repairing sidewalks. The Street-Wastewater section's main function is maintenance, repair, and addition of sewer lines in and around the City of Hope. We have a couple of hundred miles of lines that they oversee, so they are always busy. A secondary function is adding new street signs and replacing damaged or stolen street signs. | |

Kenneth Harvel is the
head of the Street Department. He began work for the City of Hope on July
12th, 2001. He typically has a crew of six, including
himself. |

Bobby Arney is in charge of the Wastewater section, running the 4 man department. Mr. Arney has been with the City of Hope since May 14th, 1998. He took his present position on May 10th, 2001, after the Street Department was split to run more efficiently. |

The Wastewater
Department oversees the treatment of all wastewater collected by the sewer
system of the City of Hope. This includes millions of gallons of waste
from thousands of customers. Another function this department performs is
maintenance of the 7 pump stations in the City system. This task is performed by two treatment plants: one off Highway 67 West toward Texarkana and one off Highway 67 East toward Prescott. |

Kim Holston commenced
work with the City of Hope on January 22, 1987. She was promoted to her
current position as Wastewater Superintendent on November 10,
